Qualifications for membership in UPPO are provided for in the UPPO bylaws.
Extracted from the UPPO bylaws as of March 2018:

Article II. Membership

Section 1. Qualifications and Privileges

Except as set forth in paragraph A below, membership in the Organization is open to legal entities distinguishable by their Federal Employer Identification Numbers (FEIN) and/or their Tax Identification Number (TIN). Qualified legal entities include but are not limited to sole proprietorships, partnerships and corporations that are holders of unclaimed property; service providers to the unclaimed property industry; as well as other groups or entities that act as agents and/or consultants on behalf of a company or legal entity (“Member”).

Each Member shall designate an employee to serve as their Authorized Representative and the Members, through their Authorized Representatives, shall be eligible to vote, hold elected office and serve on committees (“Authorized Representative”). Members may also designate other Member representatives (“Associates”) who are eligible to serve on committees, hold office and perform other duties as further provided for in these Bylaws and the Organization’s Standard Operating Procedures, but are not eligible to vote on behalf of the Member.

A. Any individual, agent, representative, consultant, partnership, corporation, and other group or legal entity whose purpose is to act on behalf of a state or governmental jurisdiction, for purposes of performing unclaimed property services, including but not limited to audits, reviews, examinations, or other compliance related procedures is not eligible for membership.
