Practical Knowledge and Industry Insights Highlight Annual Convention Sessions

Unclaimed property professionals face a myriad of compliance challenges as they manage their companies’ escheatment responsibilities. This year’s UPPO Annual Conference agenda offers a wide variety of sessions designed to help navigate that maze and keep up with the latest trends.

 

Audits and VDAs

Always hot topics, unclaimed property audits and voluntary disclosure agreements will take center stage in several sessions. 

 

Unclaimed property professionals who haven’t experience the audit process firsthand can gain an understanding of the concepts, timelines and expectations at the Audit 101 session. This introduction to audits will explore the scope and methodologies used by states and their third-party auditors. 

 

After completing a voluntary compliance review, holders often face a decision about how to resolve past-due liabilities. The VDA or Wait? Session will discuss how gaps in compliance can be resolved, including through state voluntary disclosure programs, and the pros and cons of different approaches. 

 

While a lot happens in between, actions taken at the beginning and end of an audit can have significant impacts to the outcome of the exam. The Audits: The Beginning & The End will feature an in-depth discussion on NDAs, audit kick-offs, scoping, settlement agreements and closing discussions. 

 

Getting through an unclaimed property audit can take a team that includes holders, lawyers and consultants. During the Audit Perspectives general session, an expert panel will discuss recent audit experiences, significant issues and resolutions, and suggested tips and tricks. 

 

Processes and Practices

Several annual conference sessions will focus on the practical considerations for effective unclaimed property compliance.

 

Exemptions provide holders with the ability to reduce their unclaimed property liability. The Exemptions and Deductions session will explore how to identify and correctly apply exemptions and deductions, and the role of FASB standards. 

 

Maintaining and documenting contact with property owners plays a vital role in unclaimed property management. The Contact and Activity Standards session will examine the ways companies interact with owners, the importance of properly recording activity and the effects on compliance. 

 

Due diligence is required in all jurisdictions. During the Due Diligence on Dormant Property session, gain insight into calculating dormancy, increasing response rates, notifying owners efficiently, locating hard-to-find owners, structuring the due diligence letter, and identifying exceptions to the general due diligence requirements. 

 

Unclaimed property professionals communicate with several different audiences, each with varying degrees of insight and interest regrading unclaimed property. Having conversations with staff, management, third parties and states can be challenging. The Effective Communication Strategies session will explore real-life conversations encountered by unclaimed property professionals. 

 

Industry Focus

One of the great benefits of attending an event with hundreds of other unclaimed property professionals is the ability to “talk shop” about the specific challenges in the industry in which your company does business.

Providing Opportunity Through UPPO’s Scholarship Program

For the past several years, the UPPO Scholarship Program has provided several association members and their dependents with financial assistance as they pursue their higher education. The program began in 2013 with an annual, renewable $1,000 scholarship to one recipient and has since been expanded, offering two awards per year, beginning earlier this year.

 

It’s no secret that the cost of attending college has skyrocketed, and many students depend on scholarships to have the ability to focus on their studies and earn a degree.

 

“As I go through dental school, it’s a huge investment, which carries a very large tuition burden,” said 2017 UPPO scholarship recipient Taylor Steffans. “This scholarship helps reduce that burden, allowing me to have less stress about finances and focus on my studies rather than having to potentially work more on the weekends. I want to put all of my effort into becoming the best dentist I can be.”

 

The program has made a significant difference for six students and their families in just five short years.

 

“The scholarship has really opened a lot of doors for me to explore the interests I can pursue and build on what I can do in the future,” said 2016 recipient Charles Julius. “That opportunity is really important to help me move forward with my education.”

 

Eligibility

The UPPO Scholarship Program is available to:

  • Full-time UPPO member employees who are not eligible for tuition reimbursement by the member company.
  • UPPO member employees’ dependent children, age 25 and under, who are high school seniors or graduates, or current post-secondary undergraduates or graduate students.

Applicants must be planning to pursue post-high-school studies, including undergraduate or graduate programs at an accredited two-year or four-year college, university, vocational-technical school or graduate school for the entire upcoming academic year. The 2018 UPPO Scholarship Program is accepting applications through Dec. 15, 2017.

Shareholder Services Association Annual Conference to Include Unclaimed Property Education

Four ULC Sessions Slated on Annual Conference Agenda

With the Uniform Law Commission (ULC) meeting to review a draft of the Uniform Unclaimed Property Act (UUPA) slated for February 27-28, 2015, and extensive stakeholder interest in the reform effort, there’s a lot to talk about on the subject of reform. One session isn’t going to cut it, so we’ve added three additional sessions to the 2015 UPPO Annual Conference agenda.

You’ll have the opportunity to engage with and learn from the leaders of reform, ULC commissioners, and the UPPO members responsible for shaping the UPPO voice on specific issues. This is your primer on the Uniform Law Commission's (ULC) process as it relates to the revision of the 1995 Uniform Unclaimed Property Act (UUPA). This overview will include a history of the UUPA, its influence over the industry, and the revision process currently underway. More in-depth issue-by-issue discussions will be provided in the Tuesday ULC track

ULC Open Forum – Key Compliance Issues (Tuesday, March 10)
Learn how UPPO is representing you in the Uniform Law Commission reform process! In this session, you’ll hear from the UPPO members who have led the development of UPPO’s positions on key compliance issues such as: due diligence, early reporting, administrative appeals, and more.

Investment, Retirement and Insurance Assets – ULC Redraft (Tuesday, March 10)
This session will concentrate on how unique assets and property types in the investment, retirement, and insurance industries are treated under current unclaimed property laws. The panel of industry experts will discuss the efforts underway to aid ULC Commissioners in understanding where conflicts exist and the recommended provisions in the most current draft of the new Uniform Unclaimed Property Act.

NAIC, ACLI, and Thrivent Financial to Sit on Life Insurance Reform Panel

We are excited to announce the confirmation of representatives from the American Council of Life Insurers (ACLI), National Association of Insurance Commissioners’ (NAIC) and Thrivent Financial for Lutherans as the panelists of the UPPO Annual Conference’s Unclaimed Property Reform in the Insurance Industry panel. John Coalson, partner, Alston & Bird and UPPO member will serve as the panel’s moderator. The panelists will focus discussion on the current trend of states passing legislation requiring life insurance companies to search the Social Security Administration’s Death Master File (DMF) for beneficiary identification.

"This panel will be a great opportunity for unclaimed property holders in the insurance industry because it gives a holistic view of the ongoing discussions within the industry,” says, Toni Nuernberg, executive director, UPPO.
